Traffic checks are a normal part of riding in Türkiye. Motorcycles get special attention, and fines rose sharply with a new traffic law in February 2026. Riders on foreign plates are treated like locals, with one extra rule: unpaid fines stop the bike from leaving the country.
Who stops you: police or Jandarma
Two forces enforce traffic rules. The police (Emniyet, often called Polis) work in cities and towns. The gendarmerie (Jandarma) covers everywhere else. By law, the Jandarma's area is land outside provincial and district municipal limits, plus places with no police presence. Local commissions draw the exact line, so it does not always match the town sign.
In practice, expect police in town centres and the Jandarma on rural and intercity roads. Both have the same powers to stop you, check papers and issue fines. Both run joint operations aimed at motorcycles. In one nationwide operation, teams in all 81 provinces checked plates, insurance, registration papers and chassis numbers, and fined riders without helmets or documents.
At a checkpoint
A checkpoint is called an uygulama noktası. Officers stand at the roadside and wave selected vehicles in. Slow down and pull over where they show you.
Checks on motorcycles are often short and targeted. In April 2026 police in Adana checked 136 motorcycles at three points within one hour. They fined 35 riders and took five bikes off the road.
Never ride through a stop signal. Under the 2026 law, ignoring a police or Jandarma signal to stop costs 200,000 TL. Your licence is also taken for 60 days and the bike is banned from the road for 60 days.
Documents to show
Keep these where you can reach them without unpacking:
- Passport, with your visa or entry stamp if you need one. See our visa guide.
- Driving licence covering motorcycles, plus an International Driving Permit if your licence needs one. See our licence guide.
- Registration document for the bike. For a rented bike, the rental contract.
- Insurance valid in Türkiye. See our insurance guide.
- For a foreign-registered bike, the papers you got at the border when the bike was recorded against your passport. See riding into Türkiye.
Riding with no licence at all costs 40,000 TL in 2026. Riding while your licence is withdrawn costs 200,000 TL. Make sure your licence category covers the bike you ride, including rentals.
Helmet, gear and alcohol
A fastened helmet is compulsory for rider and passenger. The rider also needs eye protection, from goggles or a visor. Our speed limits and rules guide covers gear, passengers and lanes in detail.
The alcohol limit for motorcycle riders is 0.20 promil. The better-known 0.50 limit applies only to private cars; every other vehicle, motorcycles included, has the lower limit. Above 1.00 promil, a criminal case can also follow. You may ask for a blood test at a health facility if you dispute the breath device.
Common motorcycle fines (2026)
These amounts come from Law No. 7574, in force since 27 February 2026. Fines are usually revised each year. For speeding fines, see our speed limits guide.
| Offence | Fine (TL, 2026) | Extra penalty |
|---|---|---|
| No helmet or eye protection, 1st / 2nd / 3rd+ within a year | 2,500 / 5,000 / 10,000 | – |
| Riding with no licence | 40,000 | – |
| Riding while licence is withdrawn | 200,000 | – |
| Alcohol over the limit, 1st offence | 25,000 | Licence taken 6 months |
| Alcohol, 2nd offence within 5 years | 50,000 | Licence taken 2 years |
| Refusing an alcohol test | 150,000 | Licence taken 5 years |
| Phone use, 1st / 2nd within a year | 5,000 / 10,000 | 3rd and later: 20,000 TL and 30 days without licence |
| Red light, 1st within a year | 5,000 | Rises with each repeat; licence taken from the 3rd |
| Using the emergency lane | 20,000 | – |
| Most other lane offences | from 5,000 | – |
| Noisy exhaust (rider) | 16,000 | Bike off the road 30 days |
| Illegal modification (owner) | 5,000 | Bike off the road until fixed |
| Ignoring a stop signal | 200,000 | Licence and bike banned 60 days |
A loud aftermarket exhaust is a real risk on a foreign bike. The rider's fine and the 30-day road ban apply to you, not just to the owner.
Cameras (EDS)
Türkiye's electronic enforcement system is called EDS. Fixed radar measures speed at a point. Average-speed sections read your plate at both ends of a stretch. Junction cameras catch red-light offences. Cameras also log emergency-lane and bus-lane use, and can flag uninsured vehicles by plate.
A camera fine is issued against the plate and goes to the registered owner. On a rented bike, that is the rental company. Ask how they handle fines before you sign.
How fines are issued and paid
At a roadside stop, the officer writes a fine record. Keep your copy. You have 15 days from notification to pay at a 25% discount. The same 15 days is the deadline to object, which goes to the local criminal court of peace (Sulh Ceza Hâkimliği). Late payment adds 5% for each month of delay, and unpaid fines can go to enforcement.
You can pay through:
- e-Devlet (turkiye.gov.tr), if you have access.
- The Revenue Administration's digital tax office (dijital.gib.gov.tr), or the serial-number option on gib.gov.tr.
- Banks, in branch or by internet banking.
- PTT post offices.
- Tax offices (vergi dairesi).
Most visitors have no Turkish ID number, so the simplest route is a bank, PTT branch or tax office with the fine record in hand.
Foreign plates: fines at the exit
A special regulation covers foreign-plated vehicles. Fines go into the tax system electronically as soon as they are written. When you leave, customs checks that system. A foreign-plated bike with an unpaid fine is not allowed out of Türkiye until the fine is paid. Land border gates with card terminals accept bank or credit cards.
Paying early keeps the 25% discount and avoids delays at the border. See our border guides for Greece, Bulgaria and Georgia.
A foreigner riding a Turkish-plated bike, such as a rental, is a different case: the fine is collected from the owner.
